Housing Department

Emergency Assistance*

The Quad County Urban League's Emergency Assistance program can help qualified families and individuals meet their outstanding housing mortgage, rent or utility obligation. Applicants may qualify for financial assistance that is payable directly to a landlord, mortgage or utility company.  In order to qualify for assistance, applicants should have received a five day notice or notice of eviction for non payment of rent; mortgage default or pre-foreclosure statement; or payments in the arrears utility notice.

About Emergency Assistance

How does the program work?
When funding is available and your name reaches the top of the list, you will be contacted for a phone interview. During the phone interview, QCUL will determine if you are eligible to receive assistance.  Approval is based on income and the ability to sustain financial obligations if aid is awarded. If approved to receive emergency assistance, QCUL will pay a portion of your rent, mortgage, or utilities as described on your application.

How do I qualify?
You are eligible for emergency assistance if your income for the past 90 days does not exceed the income guidelines for county residents. You must be income eligible to participate in the Emergency Assistance program. (Please see application for income guidelines)

How do I apply?

  1. Completion of emergency assistance application.
  2. Named is placed on waiting list.
  3. Applicant must attend Budget Counseling and/or Credit Counseling offered by QCUL.
  4. Phone Interview.
  5. Application determination by President & CEO.

FAQ’s

How long will it take to receive rental assistance?
The time frame will vary depending on how many people are on the waiting list. The most important thing for you to remember is to provide QCUL with your current phone number so the agency can contact you for your phone interview.

Where am I on the waiting list, and when will I get an interview?
You are placed on the waiting list based on the date and time your application is received at QCUL’s office. Phone interviews are scheduled on a first-come, first-served basis. When funding is available and your name reaches the top of the list, you will be contacted by phone for an interview and then your application will be given to the President  & CEO for review and determination. To check the status of your application call (630) 851-2203 and ask to speak to the Housing Counselor.

Workforce Development Department

Employment Assistance and Referral Service (E.A.R.)

Referrals, on-site evaluations and case management services are available to the employed, under-employed and unemployed. The program assists individuals in skill assessment, job training and placement, resume development, interview tactics, and career counseling. Workplace ethics training is also available. Workshops and seminars are held regularly for career exploration and employability skill development.

Educational & Vocational Training

YouthBuild (YB)

YouthBuild provides job training and educational opportunities for at-risk youth ages 16-24 while constructing or rehabilitating affordable housing for low-income or homeless families in their own neighborhoods. Youth split their time between the construction sites and the classroom, where they earn their GED, learn to be community leaders, and prepare for college and other post secondary training opportunities. YouthBuild includes significant support systems, such as mentoring, follow-up education, employment, and personal counseling services; and participation in community service and civic engagement.

Youth Employment Services (YES)

YES affords eligible youth exposure to the world of work and to the team approach in a work environment. Participants learn techniques to solve challenges and differences of opinion. These skills increase participants' self-esteem, help them to improve their social skills and increase their employability. The program encourages school completion, strong academic performance and builds citizenship awareness. YES is open to students and youth between the ages of 14 to 21 who reside in Kane County.

Computer Training Lab/Public Access

The training lab offers free basic computer classes and free Internet access. Computer training classes are offered throughout the year for individuals who are interested in enhancing or updating computer skills and/or learning new skills.

General Education Development (GED) Diploma Program

This program offers day and evening classes to out-of-school youth and adults without a high school diploma. Completers successfully pass a battery of five tests in Science, Mathematics, Social Studies, Language Arts Writing, and Language Arts Reading.

Pre-Apprenticeship Construction & Education (PACE)

This program trains and prepares Aurora residents for trade union apprenticeship programs and construction related jobs. During an intensive 25-hour session, participants are immersed in OSHA and construction training, classroom learning and physical labor. Certified union workers serve as mentors and help eligible participants apply for union apprenticeship programs.

Social Entrepreneurship

This program is designed to strengthen, grow, and expand the number of minority owned businesses in counties of DuPage, Kane, Kendall and Will counties in Illinois. The goal is to acquaint participants with the most current thinking about social enterprise, to fan their entrepreneurial spirit, and to give them hands-on experience with leading edge business skills.

Offender Community Service Program

This program provides offendres unpaid work as a special condition of probation or supervised release as a way to repay or restore the community.  QCUL offers flexible hours and has extensive experience working with offenders, probation and parole officers and local, state and federal courts.

Education & Youth Services Department

Alternative Education Program

Certified teachers provide middle and high school students enrolled in the Aurora Middle School ACademy (AMSA) and Pathways Academy with an alternative-learning environment to manage academic, social and behavioral challenges.This program is geared towards would-be-expelled students from school districts East Aurora 131and West Aurora 129.

H.I.P. H.O.P. (Homework in Progress, Helping Other People) Tutoring

This program is an after-school tutoring program for students in 3rd- 12th grade. Hip Hop also introduces 5th and 6th graders to the basics of the computer and network usage through the Computer Lab.

1000 Hours of Reading

This is a program to provide students in the Aurora area with an opportunity to engage in and become excited about reading by participating in a reading program implemented after-school and at home.

NULITES

Nulites, provides Leadership Development and Mentoring to males ages 13-18. Youth participate in a series of workshops, mentoring sessions and community activities to help them develop into positive leaders.

Project Ready

Project Ready provides 9th and 10th grade high school students with informational experiences that will assist them in their transition to college including academic support to improve your GPA; peer mentoring and leadership experiences; workshops focused on academic excellence; PSAT/SAT/ACT testing preparation; motivational speakers; scholarship opportunities; and college tours both in and out of state.

Tomorrow's Scientists, Technicians & Managers (TSTM)

The program provides direction and motivation to minority high school and middle school students  who are high achievers in English, Science and Mathematics. TSTM exposes students to various fields while also offering tutoring sessions, field trips, supervised projects and summer internships. TSTM also offers scholarship opportunities for participants who successfully complete the program.

Youth Leadership Summer Program

This program provides youth ages 13-15 with an opportunity to engage in activities related to leadership development, decision-making, citizenship, and community service in peer-centered study groups. Youth also participate in job readiness and personal development workshops.
